Programming of Planned Improvements

Coler & Colantonio,Inc. has developed an accelerated program to implement the planned improvements. The proposed program is planned to span two construction years defined as Year 1 (Fall 2003 and Spring 2004) and Year 2 (Fall 2004 and Spring 2005). This construction approach has been developed to shorten the duration of hte entire project, which will result in cost savings and less disruption to the Oyster Harbors community.

Coler & Colantonio,Inc. proposes to begin construction during the Fall of 2003 utilizing a field engineering approach on the roadways that are not in environmentally sensitive areas. Using this approach allows us to begin reconstructing roadways while the final detailed design and permitting processes are ongoing for roadways that are in more environmentally sensitive areas that will require approval from the local Conservation Commission. This will minimize the chance for the project to be held up as a result of permitting issues. Coler & colantonio, Inc. will prepare Contact Documents for bidding purposes and conduct Contract Bidding prior to the start of construction in the Fall of 2003. Coler & Colantonio,Inc. proposes to provide construction inspection services to oversee the daily construction activities and construction administration. These tasks will provide quicker response time to potential issues and greater control of the construction schedule and budget.

Prior to the Year 1 winter shutdown, Coler & Colantonio,Inc. proposes to complete the drainage installation, reclamation, and binder course paving for approximately 2.6 miles (38%) of roadway. During the Spring of 2004, Coler & Colantonio,Inc. plans to complete the drainage improvements, roadway reconstruction, and binder course paving of an additional 1.9 miles (28%). Approximately 66% of the roadways on the island will be completed to binder by the end of Year 1 when most residents will return to the island. Construction of the environmentally sensitive areas will commence during Year 2 (Fall 2004). The proposed schedule will have the drainage improvements and roadway reconstruction completed to binder course paving prior the winter shutdown. this will leave the punch list items and top course paving for complettion at the end of Year 2 (Spring 2005). Figures 15 and 16 from the report illustrate the proposed schedule of improvements by roadway.
